RICHARD NIXON, GREAT BRITAIN & THE ANGLO-AMERICAN ALIGNMENT IN THE PERSIAN GULF & ARABIAN PENINSULA : Making Allies Out of Clients [Tore T Petersen] When the British Labour party announced the withdrawal of British forces from the Persian Gulf in January 1968, the United States faced a potential power vacuum in the area. The incoming Nixon administration, preoccupied with the Soviet Union and China, and the war in Vietnam, had no intention of replacing the British in the Gulf. To avoid further military commitments, the US encouraged Iran and Saudi Arabia to maintain area security. A critical policy decision, overlooked by most scholars, saw Nixon and Kissinger engineer the rise in oil prices between 1969 and 1972 to enable Saudi Arabia and Iran to purchase the necessary military hardware to serve as guardians of the Gulf. For all their bluster about reversing Labour's withdrawal decision, after their surprise victory in the election of June 1970 the Conservatives adhered to Labour's policy. But in contrast to Labour's wish to cut the umbilical cord of empire, the Tories wanted to retain influence in the Persian Gulf, pursuing policies largely independent of the US by the creation of the United Arab Emirates, deposing the sultan of Oman, and trying to solve the dispute over the Buraimi oasis with Saudi Arabia. By trying to maintain its empire on the cheap, Britain turned into an arms supplier supreme. But offering and selling arms does not a foreign policy make, leaving Britain in the long run with less influence in regional affairs. This was true also for the US, whose arms sales were to prove no realistic an alternative to foreign policy. The US hid under the Iranian security blanket for almost a decade. Given the weakness of the regime and the Shah's nonsensical dreams of turning Iran into one of the top five industrial and military powers in the world, the policy was cavalierly irresponsible. As a starting point a detailed description is given of the principles and procedures for secrecy in the Soviet System of the 1920s. This is followed by an investigation of the development of Stalin's secret chancellery, from the early 1920s to the death of Stalin in 1953, and of the various internal and external factors affecting the growth and shape of the secret apparatus during the same period. More specifically there is a lengthy discussion of the role of the secret chancellery in the Soviet decision-making process. In the analysis of the Soviet State Security Service the main emphasis is put on the network of the ultra-secret "special departments" and "special sections". CHINESE IDENTITY IN POST-SUHARTO INDONESIA : Culture, Politics & Media [Chang-Yau Hoon] During Suharto's New Order (1966-1998), the ethnic Chinese expanded the nation's economy (and their own wealth), but, paradoxically, were marginalised and discriminated against in all social spheres: culture, language, politics, entrance to state-owned universities, and public service and public employment. Following the fall of Suharto, and the anti-Chinese riots in May 1998, Indonesia underwent a process of 'Reformasi' and democratisation, whereby for the first time in several decades Chinese culture became more visible. Many ethnic Chinese took advantage of the new democratic space to establish political parties, non-governmental organisations (NGOs) and action groups to fight for the abolition of discriminatory laws, defend their rights and promote solidarity between ethnic groups in Indonesia. They utilised the 'Reformasi' atmosphere to promote pluralism and multiculturalism, and to liberate their long-suppressed identity and cultural heritage. This book sets out to unpack the complex meanings of 'Chineseness' in post-1998 Indonesia, including the ways in which the policy of multiculturalism enabled such a 'resurgence', the forces that shaped it and the possibilities for 'resinicisation'. The author examines how ethnic Chinese self-identify, and investigates how the pribumi 'Other' has contributed to identifying the ethnic boundary in terms of 'race' and class. COLD WAR & SOVIET MISTRUST OF CHURCHILL’S PURSUIT OF DÉTENTE, 1951-1955 [Uri Bar-Noi] The release of previously unavailable Soviet archives has allowed a re-examination of Anglo-Soviet relations during Churchill's peacetime administration, with special emphasis on the Kremlin's motivation for resisting the Prime Minister's attempts to end the Cold War. Throughout 1951-55, the time was not yet ripe for détente: the USSR and Western powers were less than willing to accommodate each other. Instead they engaged in the consolidation of their own blocs and the build-up of their defensive potential. With Winston Churchill becoming the most outspoken advocate of détente, the Kremlin greeted the return to power of the Conservative Party under his leadership with a general mistrust. After Josef Stalin's death in March 1953, détente remained a distant reality. The collective leadership was keen to reduce international tensions without modifying its predecessor's foreign policy, or abandoning Soviet strongholds of central and eastern Europe. As part of its peace offensive, the Kremlin was prepared to improve the atmosphere in relations with Britain and increase the volume of Anglo-Soviet trade. However, the British remained mistrustful of the intentions of Stalin's successors, and refrained from initiatives leading to a relaxation of export controls independent from American embargo policy. The author demonstrates that Stalin's heirs suspected that Churchill's pursuit of détente was designed to secure far-reaching concessions. Moscow also felt that as a junior partner acting in full dependence on and in co-operation with US policy, Churchill was in no position to conciliate between the USSR and the USA. Engaged in a domestic struggle for power, members of the collective leadership were reluctant to allow their opponent, Georgi Malenkov, to negotiate single-handedly with western statesmen. It was only after Nikita Khrushchev's ascendance to power and Churchill's resignation from office that the Kremlin was prepared to participate in summit talks with the western heads of government. Recently, from 2001-2004, the United States and Russia have dominated the arms market in the developing world, with the United States ranking first and Russia second each of the last four years in the value of arms transfer agreements. From 2001-2004, the United States made $29.8 billion in arms transfer agreements with developing nations, in constant 2004 dollars, 39.9% of all such agreements. Russia, the second leading supplier during this period, made $21.7 billion in arms transfer agreements, or 29.1%. In 2004, the United States ranked first in arms transfer agreements with developing nations with nearly $6.9 billion or 31.6% of these agreements. Russia was second with $5.9 billion or 27.1% of such agreements. In 2004, the United States ranked first in the value of arms deliveries to developing nations at nearly $9.6 billion, or 42.6% of all such deliveries. Russia ranked second at $4.5 billion or 20% of such deliveries. France ranked third at $4.2 billion or 18.7% of such deliveries. During the 2001-2004 period, China ranked first among developing nations purchasers in the value of arms transfer agreements, concluding $10.4 billion in such agreements. India ranked second at $7.9 billion. Egypt ranked third at $6.5 billion. CRUCIFIED NATION : A Motif in Modern Nationalism [Alan Davies] This book examines the nexus between religion and politics, considered in one of its most controversial aspects. GLOBAL THREAT REDUCTION [Sharon Squassoni & Amy F Woolf] Non-proliferation assistance programs are a relatively new tool in combating the proliferation of weapons of mass destruction. The Co-operative Threat Reduction (CTR) programs, funded by the Department of Defense (DOD), are the most visible of these programs. Begun in 1991, CTR initially aimed to help Russia meet its START obligations to reduce strategic nuclear weapons; 1. Within a decade, however, CTR took on the goal of reducing the threat of terrorist access to weapons of mass destruction (WMD); 2. Experts realised that Russia needed to protect its Cold War overhang of WMD materials, scientists, and equipment from those who might exploit insider opportunities and who had incentives (particularly financial) to sell WMD technology to anyone. Now, however, many analysts support expanding co-operative threat reduction programs beyond Russia to other geographic areas. The Bush Administration itself stated in early 2003, that it had 'expanded the strategic focus of the CTR program' to support the war on terrorism.
